my keeper and forwards don’t seem to have much tactics assigned to them , is there a reason for this?

You don't need more then 1.5 balls of tactics on these players. That makes them stay in position. Fwds and Keepers need as much on their main skill as possible (shooting for fwds and blocking for keepers).

Some managers train their offensive mids with less tactics too.
