There will be an upper limit where the natural decline rate matches the seasonal gain. Where this comes will be depend on a lot of different factors, such as staff, popular players, win rate, ticket selling etc. and it would be a complex calculation even with making a lot of assumptions.
So let's do a rough estimate.
Currently some of the teams at the top are still increasing their popularity by about 200,000 per season. To reach the limit that would need to be matched by losing a further 4,000 per day to natural decline which would come from losing 160 extra fanclub members. Assuming staff level 10 that would require roughly an extra 6 miliion popularity to lose 160 extra fanclub members per day.
So the upper limit for popularity is probably somewhere around 18-20 million, although the rate of increase slows down as the decline increases.
As for retiring fan shop and/or stadium staff, I haven't calculated this but my instinct is to keep fan shop staff and retire stadium staff if you don't really need them. My reason being that fan shop staff are more 'powerful' than stadium staff with a 15% fan conversion rate plus 15% reduction in the natural decline.
