I was wondering that too, Andrei.
I am assuming it means that the removed players would no longer be eligible for U21 games.
This would prevent them from playing by 'accident' in U21 matches, such as forgetting to select the team for the U21 league or coming on as a substitute for injured players.
Is that the reason for the suggestion?

For example i use 2 u21 age palyers in main squad as S11 players, i don't use them in u21 league games. But sometimes i don't have enough time to put line ups for games and they participate in u21 league games and after they play in league game being tired.

If no players are selected then the so-called Assistant will choose the lineup from the available U21 players.
I don't believe that this choice is random but the game probably chooses those with the highest rating, so would likely prefer those who are in the main squad.
