So clubs that lose in current EL first rounds will be transferred to EL2 rounds? It should mean that smaller countries champions would play in all 3 tournaments(third chance)? Where are more clubs who will play European football, when basically still 4 clubs from most of countries will play in Europe according to access list? I don't see how it would guarantee that at least 8 more countries will play group phases (34+) when all 32 places will be divided between same 26 countries that have places on higher cups(that table looks quite messy), but interesting times are coming.
