Keepers and strikers don't need more than 1.5.

As far as midfielders are concerned, side midfielders/wingers don't really need more than 1.5 anyway, because defenders always have more than that. Some might disagree on that, but this is the general trend nowadays. Forget Tactics and pile more training into other things that are important for these players.

Defensive midfielders generally have a lot of tactics, just like Defenders. Which is ... a lot. I'm not 100% sure what the proper amount is here.

You can't really do better than read what it says in the Help:

https://rockingsoccer.com/en/soccer/help/home/category-15/article-63

  • Tactics is a tricky skill. All players benefit from 1 to 1.5 ball tactics, but after that you just want to have more than your opponent. You don't want to have too much either because you'll have weaker main skills. Tactics can play a major role in the result of a match so keeping an eye on your competitors may pay off. Goalkeepers won't benefit much from more than 1.5 ball tactics.

  • Tactics is a special skill. It does not directly make your players stronger but it makes them take smarter decisions.
  • A player with high tactics moves later and acts sooner than a player with low tactics. This means he can move after other players have already revealed where they went and can shoot, pass or tackle before anyone else can.
  • Of course, this doesn't help much if they then make a mistake. It also doesn't help to have tactics twice as high as your opponents, it just needs to be higher. Take a look at your strongest league opponent to see how much tactics their players have.

https://rockingsoccer.com/en/soccer/help/home/category-1/article-2

  • The success chance of a tackle depends mostly on the dueling skill of the player attempting the tackle. The player with the ball can decrease the success chance with his own dueling skill, speed and tactics.
  • If a tackle is unsuccessful, the chance that this will result in a free kick or a card depends on the speed and tactics of both involved players.

As Numpty says, read the Help. Then have a look at the teams you are competing against and decide what you need to give you an advantage.
