U21 matches should have attendance people who comes to watch the match
So as to generate revenue for the club

No need. U21 league isn't a proper competition. It is simply for the youth players to gather experience.

It sounds nice, but it would just give everyone more money.
More money ... better facilities, better players, higher wages, more expenses.
Then people want more money again. It becomes a never ending cycle and the end result is the same as we have now.
