How? How does this team have an average best squad of 31.25? (2)

The average best squad value appears to be full of bugs, so it's often misleading and for that reason I ignore it.
In this particular case the manager hasn't logged in since the summer of 2024, but eventually got fired 2 months ago when his VIP expired.
He did have a very strong team many months ago and the squad value reflects the squad as it was in late 2024 or early 2025. The frequency of recalculating this value is one of the bugs.
