Not sure of the best answer to that, but worth looking through the bot teams in your league system and seeing if they have any you can bid on. They'll probably be pretty terrible, but you'll only have to keep and play them a season or so while you look for better ones.

Your team is from Hungary and Hungary is an European country, so I do suggest you to scout region from Asian. Asian players are worth it, this is based on my own idea.

When I was at a similar stage I went through all the regions and made a list based on how many clubs were in each region. I figured more clubs would probably mean more players available on the transfer market. 

I may still have the list somewhere but the number changes as leagues get restructured.

Good advice from Stephen too. If you're just starting the club and looking for very cheap popular players then active managers don't tend to have cheap players that will be at least 20  years old. Your best bet is to find them in bot teams or the over 30s.
