and tier2-4 just deal with moving up and down?

There's also a system by which the winner of the playoffs from each tier gets a place in Euro 2020.

I just do not understand the criteria for choosing the host stadiums in Portugal and their choice and should have been chosen 4 stadiums, one for each game and not only 2.

If the idea was to opt for the best stadiums, (the most natural and obvious option), then the final would have to be at Estádio da Luz, the match of the 3rd / 4th place at Estádio do Dragão and the semi-finals at Alvalade XXI and in the Estádio de Braga.

If the idea was to use Euro 2004 Stadiums but from teams that are not in the first League now and with less use in big games but with great quality and without profitability at the moment, (smarter option) should have opted for the Estádio D. Afonso Henriques (final), Estádio do Algarve (3rd and 4th place) and choose between Estádio de Aveiro or Estádio do Bessa (semi-final 1) and Estádio de Coimbra or Estádio de Leiria (semi-final 2).

Totally agree Taavi. By making it competitive and European Championship slots up for grabs, with no real frindlies anymore, less chance for managers to blood new players.

Though there were too many meaningless friendlies, this doesn't solve the problem. So with the finals of this next summer, the ACN, World Cup, Euros, Copa America etc, soon enough top players won't ever get a summer off. Bad for them and their clubs.

Club football - Greed, greed and more greed. International football is now the same as well. With FIFA being the greediest of the lot. No improvement with Blatter gone. Still corrupt and greedy.

It gives a direct spot to each league winner to the Euro 2020 if they haven't qualified yet.

So it gives lesser nations a better chance to qualify, specially group D, the finals will be played between Georgia, Macedonia, Kosovo and Belarus, one of them will play the Euro unless they have qualified already, which for them is a lot harder.

It also determined the seeding for the euro qualifications, for example Germany is in pot 2 because of their lackluster participation
