15-17: 250 credits, scout level 7
Does it mean that, if I want to create a 15 - 17 year old player, I need to have Scout's office lvl 7 ?

yes
yes, definitely. That's why I have a level 5 scout within a week and also reach 200 credits. I can create a 19 year old possibly 5 stars value player.
Of course the number of credits received by daily are not depends of any buildings level. It depends only my VIP level and my voting work. (and if i watch my away matches live, I can receive more credits), so some "lucky" day I can get 6 credits. But If You convert one of your VIP-voucher into credits it definitely increase the number of credits, you have. (1 voucher = 180 credits, but only once within 2 month period.)
