I have a staff with skill level 7 I appointed him on March 15 it is mentioned he gets skill leveled up every 60 days but today his skill got leveled up...... It happened to my another staff also.... Is it like I side that 60 days anytime he will get a skill or is it like new youth player spawning?

It'll be another 60 days before he gets to the next level. 

The reason it took less than 60 days to get to level 7 is that when he started he would have been effectively on about 6.4, but as of today he's on 7.0. The game keeps a hidden track of their skills between each level.
