So 6 teams in round 2 who play each other.

3 teams qualify for final tournament.

Leaving the 3 losing teams who i assume go into the 3rd round knockout stage so where are the other 3 teams to make up the 6.

I'm not certain this is correct but the way I see it is:

Group Stage

There are 9 groups and the best 6 group winners advance to round 2. 

Round 2

3 matches and the 3 winners qualify for the finals. 

Round 3

6 teams advance to the next round, so there must be 6 matches and 12 teams. 

It doesn't say but it would be reasonable to assume that the 12 teams are:

• the 3 losers from round 2
• the 3 group winners who didn't play in round 2
• the best 6 runners-up from the group stage 

Round 4

The 6 teams who won in round 3 play each other and the 3 winners qualify for the finals.

there is one team less this time but that should not be a problem with one of the group with only 3 teams
