Lee - I reckon you can do it by evolution, not revolution, and still hang on in the top division. Mind you, 7-8 seasons of mid-low table mediocrity might not float your boat. A dramatic change, relegation, then fighting back to win promotion might be more fun!
BakerMan - as well as probably being more fun, you make the relegation and promotion option seem almost romantic!
I've been at a similar stage before and managed to turn it around, but I feel more drastic action and a better plan is required this time.
I was almost ready to pull the trigger in the last transfer window but decided to finish the season first.
Not having any high level facilities is definitely a legitimate way to play the game, as you have much more disposable income to spend on players and wages. It also makes it a lot easier to cut back and save up so you can come back stronger.
However, I think your ability to buy younger 1/2 trained players and continue development is massively constrained by your TC 10 as they won't improve sufficiently. I would say with your current facilities you need to stick to ready trained or very nearly finished players or you'll end up with spending lots of cash on younger players that aren't quite good enough for division 1.
I believe that this is essentially what LGA does. Another notable example is Don-x (Nigeria) who also plays this way and won the African Champions league recently (twice). He just buys better ones.
If you wish to develop a younger squad then you'll need to invest a lot more in the training facility before doing that.
Numpty - you make a good point about my training facility but my plan is not to buy teenagers to develop into first team players, but to look for 20 - 22-year olds that have potential and will be long-term players.
I will purchase youngsters at some point as well but they will purely be for future revenue generating.
I need to break the cycle of constantly buying players, as it's simply not sustainable.
Lee - I understood that you didn't mean teenagers, but players similar to the one you bought recently.
Ignatiev, age 22, who is a very nice player by the way. He will still improve with a TC 10 but he will not reach anywhere near his potential without much better training. At his best he will probably struggle to reach 20 rating, with scoring at an eventual max of around 7.40 or 7.50. Not as good as your current best striker but maybe a little better than the second one. I'm guessing that's probably not what you were hoping for. It's a recipe for mid-table ambition at best.
6.50 talent in a TC 10 trains at exactly the same rate as 5.00 talent in an FA3, for example.
This is what I meant by 1/2 trained. Players who start at age 13-14 after 8 seasons of earning xp are only half trained at age 21-22 as they will reach their peak at age 29-30.
If you do want to break the cycle of constantly buying older players and get half trained ones then the only way to do that successfully is to up your training facilities before you start. I would suggest FA3 is a probably a good level for taking on half-trained players.
If you don't want to do that then the only other alternative is to go for nearly trained 25-27 year olds who are much stronger than the younger ones but will last for a few more seasons than 29-30 year olds. TC 10 will be less of a hindrance.
The building costs and maintenance costs for FA3 are far beyond my budget, and I've read on the forum how problematic it is financially, so that's not an option for me.
I may have to rein in my plans for world domination, and instead settle for the occasional cup run and European day trips. I might need to tweak my transition plan but action is still required.

Numpty - your comments were very valuable; it's always good to get the thoughts of other users.
Late to the party here, but my philosophy on my two teams are:
1. YA - level 11 only and just sell them to make 25 million plus when players are ready to sell. Even super talents never make my 1st team.
2. TA - level 12 max, too expensive to run higher
3. Buy players at 24-26 and are ready to go in the 1st team (usually cost 80 million to 160 million RSD) and keep then til 32ish....
works for me, but is getting harder as the TM is getting slower.
My philosophy. Invest far too much in facilities, scrape by selling players and hoping not to go bankrupt, never buy anyone, constantly get beaten by Stephen. Worked for me for the last 30 seasons!

I am happiest making vanity signings to appease the fickle Seaburn fan base. To do that, I need a transfer budget. I can afford FA4 and YA3 and maintain a budget, as long as my vanity signings aren't too crazy in their wage demands.
I think it's probably possible to finance FA5 based on my experiences with my previously ludicrous wage bill, but it would need to be financed by selling players. In today's reduced transfer market, I'm reluctant to take that risk.
For quite a few seasons I ran TA2 YC2, bought players at their peak (28-30) and sold at 32. It have me a number of good cup runs at home and in Europe and I usually finished 2-4th in the league and a top50 spot in the European rankings.
I've currently got YA3 and am saving money to increase TA levels. Eventually I hope to have a predominantly home grown team with a small number of other players to fill the gaps.That's the plan anyway.
The genius with this game, I think, is that it can be played any number of ways and there isn't a particularly best way, or rather if there is, then that option is constantly changing depending on how many managers the game has, how they are playing the game and what the transfer market is like.
In the end though Seaburn always win the league :-D
