It is only an indication of a player's value, but you can artificially inflate a player's value by training secondary skills that you don't actually need. A better thing to do is to look at a player's main skill.
I don't know the standard of your league and I don't have time to compare all the players in it. But, a quick glance at your league table shows me that your team can neither score goals nor keep them out. This is a pretty terrible combination to have.
I've had a look at some of your players too. Your forward Oliverson has very low scoring and too much tactics, passing and duelling. You don't need that - just scoring. Carper and Gwynn are the same: too low scoring and too much tactics.
Your midfielders have many unnecessary skills too. Again, focus on passing. Maybe have one or two players with higher tactics.
Your GK has low blocking for his age and far too much tactics.
Your defence has players with unnecessary skills too.
I would advise you to look at the players in some of the top teams. This will give you an indication of what training might work for players and what probably doesn't work. I would also strongly advise you to sell a lot of your current team in the window and find younger, better trained players. If you can, upgrade your stadium and then fanshop as often as you can. It will help generate more money for you to improve your facilities and team.
Finally, next season, look to loan in 3 players. Currently, there are probably quite a lot of young players who could make a difference to your side. As you get better, it will become harder to find loan players to improve you as you will only want the best of the best and so does everyone else!
