Keeper's training problem is in connection with this: they develop much slower and are ready for first team somewhere around 30. We can loan out players under 24. So if I want to train young keeper I must sacrifice whole team's performance and sell better keeper, otherwise board will whine always when I attempt to rotate any more players than keeper, even if I wouldn't have chances in match. 

Struggling team must always play league games in best lineup when top half team can afford more rotation. That's why I deliberately avoided promotion several seasons and lost some games to bots. Against much weaker bots I was free in my team rotation and could guarantee to my players maximum experience. 
IRL there are also many cases when top team plays very different squads. For example in 2010/11 Blackpool and Blackburn were both in relegation fight. Against Blackburn ManU fielded much weaker lineup and gave a point them, but beated Blackpool on last day with best squad, so helping Blackburn to survive. ManU had there another match and draw secured them already championship(European or FA Cup), so there was no problem seen. Karma hit them next season, when Blackburn got one of their few wins against ManU and helped City to throne with equal points.
