i got today a very good talent, and im worried on what position i should develop him. he has talent of 7.10 at the age of 14 and his special skill is concetrated

Based on the attribute description (bonus when defending against long shots. Bonus for receiving a pass), I would make him either a defender or a forward.....which doesn't really narrow it down much for you.
His high power though is probably more suited for a forward, so that's my choice.
I would probably make him a defender. Concentrated is the only place that attribute makes sense, in my opinion. I'd probably make him a high duelling RB/LB with versatile and he should get plenty of assists.
Both of the benefits of Concentrated should be useful for a DM.
