The quality in the top tier is such that you now have to spend fairly big just to be around mid-table. Fair play to those clubs who do as well as they can every season with their available funds, because that's good honest effort.
However, in my mind if you don't think you can get the players to mount a serious challenge you may as well concentrate on other things until you can. Either building facilities or making money or both.
Most likely this is why there are a number of clubs in L2 who have 'accidentally' got relegated and a number of others who aren't trying too hard to go up. It's a poisoned chalice.
It's no surprise that as far as I can tell there is a lot more wealth held by clubs in tier 2 than at the top.
Interestingly some of the L2 clubs also struggle to balance their books and spend most of their money, but others are simply treading water while also making a mint.
