In general, what happens is this.
As popularity increases from zero then Casual fans increase the fastest to begin with and then because of fan conversions and the natural decline rate they eventually stop increasing at around 300,000-350,000 depending on the club, which varies with results, fan shop level and fan shop staff. I think it's difficult for Casual fans to go much higher than 350,000 unless you employ 2 fan shop staff and lose all of your away matches.
Similarly, Normal fans appear to have an upper limit of around 350,000-400,000, but this limit is reached later than the Casual fans since there is a significant daily conversion rate from Casual to Normal. Again the limit will vary with each club, depending on results, fan shop level, staff and ticket sales.
Finally, Fanclub fans increase at the slowest rate but this is eventually where most of the popularity comes from at the highest levels.
