Sorry, I don’t understand the question. Is this about second teams or a national team?
I'm not sure I understand the question either.
But since you can't have a club team without a league then I'm assuming this must be about the national teams.
The answer is to be a candidate in the elections for a country without a league then you need to have one of player being selected or at least making the shortlist:

You can be the national manager of the league where your team plays or of any of the national teams for which one of your players is selected.
Starting from the season 15 World Cup, you can also be a candidate for teams where your player is on the shortlist, but not selected.

You must have a player of theirs that is a national player in your team.
