Why teams Black Mamba and FC Gland promotions next rounds European League? They aren't best Teams in ranking club and country?

They were both national cup winners(golden icon). Here is still old system, which was abandoned by UEFA around 2015, where cupwinners will start later than other clubs from country. Just like we have still 16 and not 24 teams on European Championship.

The info on each cup says they qualify for Q3, but they entered at the play-off stage.
