The "tickets sold" in the fan shop breakdown don't include the stadium staff tickets. 

For instance, you have Stadium 11 and staff level 10. For each set of tickets sold you sell 60 tickets plus 200 extra by the stadium staff making 260. The popularity you get for this only comes from the first 60 and not the extra 200. 

So you get 60 normal fans (240 popularity) from the 60 - or if it's a new buyer you get 55 normal fans and 5 fan club fans (345 popularity).  

Then multiply by 10 for the 10 set of tickets. So your total popularity for the 10 sets is 3450 if sold to new buyers. You get this regardless of the stadium staff.

If you also got extra popularity for the stadium staff tickets that would be another 2000 fans per match. Assuming that's 2000 normal fans that would be another 8,000 popularity making a total of 11,450 just for selling all your tickets. If you do get that much please tell me how - or perhaps just report it as a bug.

I get 3610. I assume that this must be something to do with being in a 10 team league.

Seems likely as there is some attempt at equalisation for different leagues, although it may not balance exactly. 

There are 19 home matches in a 20 team league and I guess you get 18 in your league.

How is the popularity of 3610 made up in terms of fan types?

Looking at the numbers my guess is you get 4 extra normal fans per ticket. This would give you 64 fans instead of 60 by way of compensation for fewer home matches.  If sold to new buyers this would be 59 normal fans and 5 fan club fans making 361 popularity per ticket and 3610 for all 10. 

Either way the extra seats from the stadium staff don't increase your popularity.

Income and popularity gain for league matches is multiplied by 1.06 as correction for different league sizes in different countries.
