also players that are very tired play  worse. It could pay iff to change your tired keeper and other tired players for fresh ones in penaltyserie. i won the EC with the netherlands changing keeper in minute 119 and changing my DM (normally the worst penaltytaker) for an  extra striker

I think we really need to get some more data from other matches. But that seems like hard work and I'm feeling lazy :)

At the moment my best guess is that it works with both the PS special and the scoring/assist reductions.

The order of the first 5 shooters may have a random element or indeed treat keepers differently.

@ Aad Mansveld. I opted for this stratergy as well in my last shoot out which was sucsesful however the forward i brought on with penalty specialist did not take a penalty.

I don't understand what problem is about being goalie shooting penalty? They exist in real world too. And he scored but Cacaj who would surely be in his choice missed.

i have looked a bit deeper. If a player had dribbling it has extra speed. extra speed is also extra scoring. Does dribbling also has effect when taking a penalty ?

Dribbling does not help in scoring. Not in penalty situations, and not in fieldplay. It is extra speed when on the ball, and it is used for moving a player. So dribbler is not a flat bonus to speed, only a part of the turn. The answer to your question is therefore negative.

I've wondered this myself. Personally I don't think it's clear, although on balance I tend to agree with your position. 

A player won't be 'on the ball' if he scores via an assist, but perhaps could be considered to be 'on the ball' when taking a normal shot.

The description doesn't make it clear but I'm inclined to agree that it only affects the movement phase of the turn and not the action phase. In a similar way to Sprinter which only works without the ball, Dribbler increases movement when you do have the ball. 

Since most goals are assists then even if Dribbling does help with normal shots it's not of so much value.

That's not the same. Short gives 0,5 speed, nothing else is mentioned so that means it is a flat bonus to speed. With dribbler, it specifically says 'when on the ball', which to me clearly states that it is not always, just when he is on the ball, having the ball in possesion. If it were to be a flat bonus, the 'when on the ball' part would not have been there. As I see it, that is the same distinction as for example a determined player, who gets a bonus when playing away. He does not get that bonus all the time, only in a specific case. When the player does not meet the criterium, he does not get the bonus. In case of a flat bonus, no criterium is mentioned.

Edit: You are of course correct that extra speed gives extra scoring. To be clear, I don't debate that. The debate is only when exactly he has that extra speed, because with the same logic no extra speed is no extra scoring. :)
