I've been fighting with 4 out of 5 over 80% and having enough money to upgrade my stadium. I finally had both today so now I'm finally building it to level 6.

They obviously don't have the maintenance costs set correctly, if they did they wouldn't need to have the 80% attendance in 4 out of the last 5 home matches.
