Seriously, but you complained of high wages in your team. And your stadium and catering level isn't that high enough to generate enough income to pay for those high wages.
Well that's your choice and your team, coach it the way you want. @siege
If there's any way you have a positive balance, I will suggest you to assign a staff member to your office and assign two staffs to your catering. ( Check my team facility ) so that more revenue will be generate on every of your home games.
Also before I forget, assign a staff member to your museum for more revenue.

@siege that was my team once allegly. If I were you I'd sell your secondary keeper and main midfielder as they have the worst wages, you have enough players and a mediocre league that will allow you safely sell even 5 more top players and have a top4 spot in the league. Plus like @stockfish said I'd invest in stadium as soon as possible to generate income and get some staff.
