Can a player who plays in U21 team also play in main team?
And is it correct that a U21 match count as an main team match?

Yes, he doesn't necessarily have to be in the reserve squad.
The U21 league matches count as league matches when it comes to experience and cards. Also the statistics (goals, clean sheets, etc) I think.
