is there a u21 league when there are only 4 teams in one league?

go into your league page and over on right side of screen is a under 21 tab once click you can see the u21 teams in your league

then it says something like if not enough teams you will play teams from other leagues.

ah ok i thought that they would play teams from a other level, if there would be any other u21 teams..
