Maybe its an idea to add to every country a Federation ?
In the netherlands we call it KNVB , but we can't use that name ,u must choose a good name & there will be for voting!
, Every Federation must have 1 President & 2 Vice-Presidents , How to become a President : Sign in at the list , And the people will vote who wins ! , VP (Vice-Presidents) will be choosing by the President.

You can probably do this unofficially using the forum for your country.
I don't think the federation would be able/allowed to be anything more than community support though.
