If a player turns20 when he is on loan, can he get the popular attribute?
Yes. He certainly can.
Popular players have the popular attribute from the moment they are born. It's just the attribute is hidden and has no effect until the player turns 20 and it is revealed.
It doesn't matter which club the player plays for. He will always be popular from that point onwards.
