Loans in the middle of the season (21)

You can let players you get halfway during the season play in the U21 team. Are such weak players ever loaned out? It seems very unlikely that a brand new youth player would play in the main team of even the weak bot teams at this point.
If the player can only get 20 matches total that would require a change in how it works because this is not how it works now.

yeah, but 20 games in total makes much more sense, because right now the player who changes club every transfer window can be twice as good...

Whats the reason players bought in the mid transfer window can play 20 new matches anyway?
managers, who are more active, can take advantage of that...
If you have a Hardworking player, He could play a lot of matches if he is a U21 player. If he could be a starter that player could get close to 50 matches in a season. The loan player midway through the season would be a cool thing to have but it might be hard to work out how many matches he can play. I think how things are set up right now are pretty good.
