I fail to see how having differential skills based on nationality would ever improve the game. Yes the game is not realistic when you get teams like British Virgin Islands winning the world cup, but that is because it is a game.

Your idea would give a huge advantage to clubs in your "good list" countries, as most youths are from a team's home country. It would also give massive advantages to the national teams of these countries.
