Estimating likely costs going forward before buying anything would be considered part of due diligence. 

As for whether Vincent would sell or not. Based on a number of sources I am of the opinion that he's not actively looking to sell the game but would probably be open a good offer if approached in a professional manner. 

Threads like this are only useful for discussions between the users, but aren't going to get a response from the developers.

@Bagacius What I mean to say is that when you buy a storehouse, your primary concern would be to first shore up the funds for it and then look into other matters and this becomes even more difficult to do when you don't have a clue as to how the storehouse looks in the first place.(ie. Without having someone with considerable technical knowledge to audit, it's impossible to comment looking from the outside in.)

@Dragontao Something seems to be off, not with respect to the price itself, but the origin of the traffic. It shows that more than 99% of the traffic comes from India. It seemed to be be a one off so I ran it through a service that Amazon has (https://www.alexa.com/siteinfo/rockingsoccer.com) and it shows that 100% of the traffic has come from India over the last 30 days.

I say this because I remember checking a few months ago on Alexa and it showed the traffic to be diffused across Europe, Nigeria, India and Vietnam.

To valuate a company these days you usually yse the DCF ( discounted cash flow) method. With such a liw number if vip3 users as mentioned and considrring the investment to be done in the game its notworth much. 10k looks pretty hihh

If it's a proper business then they'd only be interested if they could make money from it, so another gaming company would most likely take it in a direction we wouldn't want. 

It needs someone or a group who will run it as a hobby.

Running it as a hobby won`t last. This is a business, it takes time and resources to handle it. Most probably the game will run till the inflow of the money outscores the outflow. Then... the game will close.

Ah the good ole money ruins everything argument ;-)

On a slightly more serious note a lot of the text based browser games have been slowly dying because 

  • The owners-developers grew up and so they can not find enough time from their "other life".
  • They lacked or did not want to use their delegation skill(s) so development suffered as the initial novelty wore off.
  • Long time users grew older and were not too keen on just staying loyal
  • Since it was a one-computer-enterprise to begin with (again delegation or lack thereof) marketing was not high on the original priority list. So fewer new users joined to make up for the lost users.
  • Fewer the  active users less attractive is a browser-based game to prospective buyers.
  • As the number of active users goes down and the game-modifications slow down to a halt fewer users who join "return". That's one of the main reasons they filter in crowd noise at all sports/entertainment events - interest begets interest

@Xandy A good counterexample to the points you've made is NationStates. Virtually has no advertising yet has a large user base and has seen barely any improvements since it's conception. Everything else is required but if you have something novel and unmatched by anything else then that takes up most of the burden.

Does anyone else have any contact with Vincent, other than Sjoerd?

If Sjoerd is the co-founder of this game, maybe just requesting him for a quote would work?

That's true. A virtual monopoly works as well.NationStates grew a huge user base early on and the current political climate world over helps a bit. It,s a bit like GlobeLife which has been around for as long as it has.
