Higher level museums are certanly worth having but they aren't quite a magic money tree because it takes so long to build.
I did some rough figures based on just building the museum and nothing else.
If it were possible to always have 3 L10 staff for building - 2 in the museum and a CM - then at best you could invest around $29 million per season.
This would, in turn, provide an extra income per season of around $12.5 million for every season spent building. (Once the investment had been returned.) So 10 seasons building museum levels in this way would eventually give you an extra income of around $125 million, and after 20 seasons building you would be getting $250 million per season.
But you would only get this if you kept 2 L10 staff permanently in the museum - and at some point in the future it's very likely that you would want to put 2 staff somewhere else, such as the FA or YA. With 1 (L10) museum staff then the extra income would drop to two thirds. Still worth having of course.
To present the figures another way. Every real time year spent building with 3 L10 staff would eventually increase your museum income (with 1 staff) by about $58 million and 3 years to get $175 million. This is roughly equivalent to the extra that you would get by double staffing the catering with a full stadium.
But it takes 3 years and during that time you can't use 2 staff for anything else or indeed build anything else. It's also likely that at some point the staff would retire and have to be replaced which would slow things down.
