can a staff upgrade any facility level? like for example improve stadium from lvl 8 to 9th lvl?

Staff itself will not upgrade anything but can help in stadium case increase attendances(10* staff will add 15%) which is extra money and can quicker help to achieve 80% criteria(at least in 4 of last 5 home matches you must have80% or more attendances from your stadium capacity) needed for upgrade moment.
